How Shared Meaning Becomes Coordinated Operational Action

Abstract
Enterprise Intelligence Execution Architecture addresses the problem that shared meaning does not automatically become coordinated operational action. The paper owns the transformation from shared institutional meaning to coordinated operational action. It explains how governed meaning is converted into workflows, AI-agent activity, decisions, approvals, escalation and outcome capture without losing authority, context or accountability. Within Arqua’s programme, it connects Enterprise Intelligence Architecture to Execution Admissibility Architecture by defining how institutional intelligence participates in operational work. It matters for AI-mediated institutional systems because AI and automation can accelerate action while obscuring whether the action remains authorised, meaningful and institutionally accountable. The paper defines the execution architecture required to ensure that intelligence is not merely represented, but acted upon through controlled, reconstructable and consequence-aware mechanisms.
Focus
This paper asks: how does shared institutional meaning become coordinated operational action without losing authority, admissibility or accountability?

How this relates to Arqua
This paper implements the execution layer of Enterprise Intelligence Architecture. It relies on The Enterprise Control Plane to preserve meaning and conformance through implementation, and on Execution Admissibility Architecture, Architecture of Record and SCIA Runtime to govern consequence-bearing action.
Key concepts
- Operational action
- AI agents
- Workflow coordination
- Decision services
- Approval
- Escalation
- Outcome capture
- Execution governance
Read this if
Read this if you work in enterprise architecture, operations, AI governance, workflow ownership or risk and need to understand how governed meaning becomes controlled operational execution.
Placeholder note
This paper is currently in development. The placeholder records the architectural position, transformation and relationship to the Arqua architecture programme. Full paper text will be added when the draft is ready for publication.
