Purpose
Constitutional Runtime Services are the runtime services that collectively implement Enterprise Intelligence.
Enterprise execution depends upon a coordinated collection of runtime services. Each service performs one constitutional responsibility. Together they implement Enterprise Intelligence.
The Enterprise Control Plane continuously coordinates these services while preserving their separation of responsibilities.
