Arqua architectural interpretation of selected public documentation, reviewed 24 September 2026. Not a benchmark, certification or deployment recommendation.
A useful agent needs more than a model and a list of tools. It needs appropriate services, permitted access, information suited to its task and controls over the effects it can produce. Amazon Bedrock AgentCore can contribute implementation components to that design. This explanation focuses on Gateway-mediated MCP tools, configured Policy and observability, with two related AWS coordination examples. It is not an assessment of the entire AgentCore or AWS portfolio.
Arqua's contribution is to make the responsibilities around those components explicit. The enterprise determines which information and services may participate, what understanding is sufficient for the declared purpose, and which operations are authorised. One integrated implementation or several existing services may satisfy those requirements; an additional proprietary Arqua runtime is not presumed necessary.
Connect services without confusing access with understanding
AgentCore Gateway can expose supported APIs, functions and services through MCP-compatible interfaces. Its tool operations distinguish discovering available tools from invoking a selected tool with arguments.
That can make independently governed capabilities easier to consume. A service-state interface, a dependency service and a procedure repository need not become one database merely to participate in a review. The actual requests, responses, intermediate copies and storage locations still need to be identified; interface mediation is not a guarantee of zero movement or universal query federation.
A published tool description also needs an accountable owner, meaning, input and output scope, change policy and evidence expectations. A tool catalogue can support an enterprise registry without establishing all of its governance responsibilities. A read-oriented name does not prove that its implementation has no side effects.
Discover relevant tools, then establish the required input set
When enabled, Gateway's semantic tool search uses a natural-language request to find relevant tools. This is a useful selection aid, not evidence that every input required for a business question has been identified.
For a declared service-review purpose, specify the required observations, relationship information and applicable procedure before assessing discovery results. A highly ranked tool might describe the wrong service population or return an older definition. Evaluate tool identity, applicability and coverage rather than substituting relevance for those decisions.
Arqua's canonical definitions, particularly Runtime Context Assembly and Context Qualification, distinguish forming understanding from establishing its suitability for reliance. Successful calls can contribute to formation while leaving the intended conclusion unsupported.
Follow identity and authority across both sides of the gateway
AWS documents inbound authorisation separately from outbound target access. The selected inbound mode and target credential arrangement matter: the backend may operate under a service identity rather than automatically inherit the original user's identity and permissions. Some inbound configurations deliberately offload authorisation.
An assessment should identify the requesting person or agent, effective backend principal, permitted operation and responsible enforcement point. Where the design relies on gateway mediation, consider alternative paths to the target as well as the intended route. Do not infer end-to-end coverage from the presence of a gateway alone.
This article does not prescribe a token-forwarding recipe. The retrieved inbound and outbound documentation contains inconsistent prerequisites for one token-passthrough arrangement; those exact prerequisites need reconciliation before implementation. The broader distinction between the two access boundaries remains explicit.
Distinguish a policy decision from enforced prevention
Policy in AgentCore supports Cedar-based rules for tool calls, including conditions on inputs. That is a substantive control contribution outside the model's reasoning.
Two settings must be kept separate. The gateway's policy-engine mode can be LOG_ONLY or ENFORCE. An individual policy can separately be ACTIVE or LOG_ONLY. An intended rule left in LOG_ONLY does not become preventive merely because the gateway is in ENFORCE mode.
Review the effective combination and observe whether a prohibited request reaches the backend. Protect policy and mode changes as well as ordinary invocations. A recorded denial is useful evidence, but it must not be reported as actual prevention without the corresponding execution evidence.
A correctly enforced permission may legitimately authorise a defined operation within an enterprise delegation. It does not, by itself, establish the accuracy or sufficiency of returned information, nor permission for an unrelated later action. The policy's scope and the business operation's scope must be connected explicitly.
Coordinate work without treating preserved success as current approval
Other AWS services can provide complementary coordination mechanisms. Systems Manager's aws:approve action pauses a runbook for designated principals to approve or reject; its documented multi-account and Region limitation belongs to that action, not every AWS workflow. Native human approval exists, while the approver's authority and the exact proposed operation still need a defined scope.
Step Functions redrive can resume eligible failed Standard executions while retaining successful results. State-specific exceptions can rerun successful branches or iterations. Recovery therefore has to be assessed for the actual state and failure, not described as an unconditional no-repeat guarantee.
A derived architectural concern is that an earlier successful approval or state check may be retained during recovery rather than performed again. A time-sensitive operation may need current conditions re-established at its point of effect. This is a design question arising from documented behaviour, not an observed AWS failure. Preserve earlier decisions and reconcile uncertain effects rather than silently treating either a retry or an old approval as a new authorisation.
Retain evidence beyond technical completion
Gateway's observability documentation describes invocation metrics, configured logs and spans linking gateway and target activity. Request and response content may appear in logs, making access and retention of that evidence part of the design.
The required evidence depends on the question. Knowing which tool returned successfully is different from knowing which source revision supported a conclusion or whether an operational change actually occurred. Correlate the declared purpose, inputs, identities, decisions, execution attempts and target outcome without assuming that one log stream supplies the whole record.
Likewise, assess source freshness, response latency and business completion separately. Include the relevant target services and evidence storage in a workload's cost and recovery assessment; no performance, price or residency assurance is established here.
Begin with one bounded investigation
An illustrative starting point is a human service-review brief using three approved interfaces: service state, dependencies and the applicable procedure. Keep the initial exercise read-only, verify actual target behaviour and retain source identity, observation time and definition version. These are proposed interfaces, not built-in AWS operations.
Introduce a stale observation, an inapplicable procedure, a revoked permission and an unavailable target. Compare policy observation with prevention, and examine recovery after a relevant condition changes. Retain useful partial information while identifying the unsupported conclusion. These are proposed assessment cases, not tests executed by Arqua.
Choose the smallest adequate composition. A fixed workflow with ordinary APIs and existing controls may be sufficient. Where AgentCore contributes useful mediation or control, connect it to the enterprise's requirements for meaning, reliance, participation and consequence rather than replacing those requirements with a platform diagram.
The objective is a traceable path from a declared purpose through permitted capabilities and supported understanding to an authorised, evidenced outcome.
