Executive Summary
Enterprise Intelligence is not a product category, technology stack or platform strategy.
It is the institutional capability to preserve coherent understanding while operational reality, data products, semantics, AI systems, workflows, authority and execution continue to change.
The Constitutional Architecture of Enterprise Intelligence defines the enduring responsibilities through which an intelligent enterprise represents, preserves, governs, assembles, qualifies and applies institutional understanding.
This paper is the foundational entry point for the Arqua Architecture portfolio. It is not another paper alongside the others. It is the constitutional map that explains how each architecture paper contributes one distinct responsibility within the complete Enterprise Intelligence Architecture.
Why this paper exists
Enterprise Intelligence is not defined by technologies, platforms or products.
It is defined by a small number of enduring constitutional responsibilities that remain necessary regardless of implementation technology.
Technologies may change. Platforms may be replaced. Data architectures may evolve. AI capabilities may expand. The constitutional responsibilities remain.
Every subsequent Arqua architecture paper defines one constitutional responsibility within this architecture. Each paper should therefore be read as part of a single integrated body of work, not as an isolated article.
This paper exists to make that structure explicit.

These categories make the architecture technology-independent. They define what must remain true even as implementation choices change.
Constitutional Architecture
The Enterprise Control Plane governs every constitutional responsibility rather than existing as another sequential layer.
It preserves identity, meaning, authority, provenance, permitted use, lineage, conformance, accountability and reconstructability as institutional understanding moves from representation into memory, context, coordination, admissibility, action, consequence and revision.
The Control Plane is therefore a constitutional governance mechanism across the architecture, not a peer layer within the sequence.

Updated Institutional MemoryThis is the constitutional operating cycle of Enterprise Intelligence.
The cycle begins with operational reality and returns through outcome evidence to updated institutional memory. It does not treat action as the end of intelligence. Consequence must become evidence. Evidence must be governed before it becomes learning. Learning must revise accepted representation without silently rewriting institutional truth.
Technology Independence
The Constitutional Architecture of Enterprise Intelligence is independent of implementation technology.
Technologies such as:

may implement constitutional responsibilities.
They do not define the architecture.
AWS may host infrastructure. Databricks, Microsoft Fabric or Snowflake may support data, analytics and AI workloads. Stardog or other graph technologies may support semantic reasoning. Kafka may transport events. MCP may expose tool and context interfaces. APIs may connect products, workflows and services.
These technologies are implementation environments, execution mechanisms or consumption surfaces. They are not the constitutional architecture itself.
The constitutional responsibilities remain stable while technology evolves.

Enterprise Coherence
Enterprise Coherence defines the governing property of Enterprise Intelligence. It explains the condition the architecture exists to preserve: coherent institutional understanding across operational reality, representation, meaning, authority, context, execution, consequence and learning.
System Model Foundation
System Model Foundation defines the representational foundation. It establishes how operational reality may be structurally represented before institutional acceptance, memory, runtime context, control or execution are applied.
Enterprise Representation Intelligence
Enterprise Representation Intelligence defines the constitutional function that forms and evolves institutional representation. It connects operational evidence to accepted enterprise representations and prepares those representations for institutional standing and memory.
Institutional Memory
Institutional Memory defines the constitutional asset that preserves accepted understanding over time. It is not merely storage. It is the continuity of accepted representation, evidence, decisions, relationships, states and outcomes.
Runtime Context Assembly
Runtime Context Assembly defines the constitutional mechanism that assembles accepted understanding for a specific purpose, actor, authority, decision, workflow or proposed action. It turns memory and current evidence into bounded, traceable runtime context.

Execution Admissibility
Execution Admissibility defines the constitutional constraint at the consequence boundary. It determines whether a proposed action may legitimately bind institutional consequence at T=0.
Boundary statement
This paper describes an architecture for organising constitutional responsibilities within Enterprise Intelligence.
It does not assert legal compliance, regulatory certification, operational assurance, technology implementation, autonomous governance or automated decision authority.
Human and organisational accountability remains with the institution applying the architecture.
