AOC-13 · Applied Operating Context
A determination handed to payment execution
A current entitlement determination may be translated into a proposed disbursement, change or suspension. This narrower illustration follows that handoff rather than describing the full entitlement lifecycle.
Represent and qualify the situation
Identify the accepted determination and version, person, proposed amount or operation and intended period. Preserve source provenance and establish what changes between determination and execution.
Keep authority attached to the action
Establish authority and current conditions for the exact operation. Changed case facts, amounts or timing may require renewed checks under the responsible institution's rules. Required human review must be meaningful before commitment.
Observe the result and preserve learning
Distinguish a queued instruction, execution response and observed recipient outcome. Recovery or retry must preserve the original history and applicable authority rather than assuming an earlier decision remains sufficient.
Architectural responsibilities and existing controls
Architecture of Record records accepted standing, applicability, obligations and consequence-relevant boundaries. Institutional Memory preserves decisions, evidence and revisions. Qualified understanding supports judgement; it does not itself authorise execution.
Existing application controls, workflow, human procedures or composed capabilities may satisfy the applicable responsibility when demonstrated adequate. SCIA is a runtime reference architecture within Execution Admissibility, not an assumed deployed control or a mandatory additional product.
