Partner-supported capability with retained institutional authority
A defence-adjacent capability may involve independently governed participants supporting configuration, procurement or mission-related preparation. This is a generic public illustration, not a description of classified operations.
Represent and qualify the situation
Identify the capability, configuration or proposed commitment, relevant source records and their permitted use. Qualify currentness and uncertainty without assuming that shared information has identical standing for every participant.
Keep authority attached to the action
Establish the authority and limits applicable to the exact action, including required human participation. A partner's recommendation or technical access does not automatically confer the responsible institution's decision rights.
Observe the result and preserve learning
Preserve the proposal, applicable conditions, accepted decision, actual operation and observed result. Completion evidence and capability or mission outcome remain distinct claims.
Architectural responsibilities and existing controls
Architecture of Record records accepted standing, applicability, obligations and consequence-relevant boundaries. Institutional Memory preserves decisions, evidence and revisions. Qualified understanding supports judgement; it does not itself authorise execution.
Existing application controls, workflow, human procedures or composed capabilities may satisfy the applicable responsibility when demonstrated adequate. SCIA is a runtime reference architecture within Execution Admissibility, not an assumed deployed control or a mandatory additional product.
