AOC-02 · Applied Operating Context
Shared capability across distinct financial entities
A shared service can support several entities without merging their mandates or accountability. This context examines a proposed operation crossing group, entity and service-provider boundaries.
Represent and qualify the situation
Identify which entity owns the obligation, whose records support the proposal and which terms and versions apply. Shared identifiers and common platforms do not alone establish equivalent meaning or permitted reuse.
Keep authority attached to the action
Distinguish group policy from the authority applicable to the selected entity and operation. Establish how a changed proposal or delegation is handled before commitment, including meaningful human review where required.
Observe the result and preserve learning
Preserve entity identity through execution and outcome evidence. A group-level report should not erase different obligations, unresolved exceptions or the history of each entity's decision.
Architectural responsibilities and existing controls
Architecture of Record records accepted standing, applicability, obligations and consequence-relevant boundaries. Institutional Memory preserves decisions, evidence and revisions. Qualified understanding supports judgement; it does not itself authorise execution.
Existing application controls, workflow, human procedures or composed capabilities may satisfy the applicable responsibility when demonstrated adequate. SCIA is a runtime reference architecture within Execution Admissibility, not an assumed deployed control or a mandatory additional product.
