AOC-03 · Applied Operating Context
Delegated claims work over a long liability horizon
An insurer may rely on external participants to prepare or perform claims-related work while retaining institutional responsibilities. This context examines continuity across parties and time, not the performance of any insurer.
Represent and qualify the situation
Identify the policy wording and version, event, claim evidence, interpretation and proposed settlement or change. Distinguish an asserted fact from an accepted determination and a later observation.
Keep authority attached to the action
Establish the scope and currentness of delegated authority for the exact operation. Changed evidence, policy interpretation or proposal may require renewed review; escalation and dispute mechanisms may be appropriate controls.
Observe the result and preserve learning
Connect the accepted basis, delegated operation, payment evidence and observed customer or liability result. Later knowledge can support correction without rewriting the original decision context.
Architectural responsibilities and existing controls
Architecture of Record records accepted standing, applicability, obligations and consequence-relevant boundaries. Institutional Memory preserves decisions, evidence and revisions. Qualified understanding supports judgement; it does not itself authorise execution.
Existing application controls, workflow, human procedures or composed capabilities may satisfy the applicable responsibility when demonstrated adequate. SCIA is a runtime reference architecture within Execution Admissibility, not an assumed deployed control or a mandatory additional product.
