A regulatory determination becoming an external effect
A regulatory process can distinguish evidence gathering, interpretation, accepted determination, communication and subsequent operational effect. Their legal relationship depends on the applicable regime; this illustration does not prescribe one.
Represent and qualify the situation
Identify the subject, evidence, interpretation, decision version and relevant authority source. Preserve uncertainty and distinguish an analytical recommendation from an accepted determination.
Keep authority attached to the action
Locate the consequential operation in the selected process, such as issue of a notice or an enforcement instruction. Establish whose authority applies and how changes, challenge or required human review are handled.
Observe the result and preserve learning
A publication record, executed instruction and observed market or citizen outcome establish different facts. Preserve their relationship and any subsequent correction rather than assuming the intended effect occurred.
Architectural responsibilities and existing controls
Architecture of Record records accepted standing, applicability, obligations and consequence-relevant boundaries. Institutional Memory preserves decisions, evidence and revisions. Qualified understanding supports judgement; it does not itself authorise execution.
Existing application controls, workflow, human procedures or composed capabilities may satisfy the applicable responsibility when demonstrated adequate. SCIA is a runtime reference architecture within Execution Admissibility, not an assumed deployed control or a mandatory additional product.
