Discretion needs an applicable authority basis
Frontline judgement can be essential to appropriate service. The concern in this pattern is whether a person is expected to make a consequential choice without a clear role, delegation, relevant information or supported way to resolve uncertainty.
The historical title refers to machine-expressible authority. It does not imply that legitimate discretion must be fully automated or encoded in software. Human procedures and professional judgement can provide effective control.
Recognise the condition
A person may encounter a case that does not fit a standard workflow. Distinguish an authorised exception from an unsupported workaround. Variation in outcome, escalation or staff uncertainty can prompt inquiry, but does not alone establish an authority defect.
Training, guidance, supervision and system design may all help. Their adequacy depends on the actual responsibility and circumstances rather than a presumption that instruction cannot work.
Preserve meaningful judgement
Make the subject, proposed action, evidence and applicable limits identifiable. The person needs a practical opportunity to influence the proposal, access appropriate support and understand what remains outside their authority.
Record the decision basis and operation performed without treating a click or nominal reviewer assignment as proof of informed participation.
Learn from exceptions
Repeated exceptions may reveal unclear policy, incomplete representation, changing circumstances or a need for operational improvement. Establish the cause from evidence. Preserve the original decision and any accepted revision rather than silently converting local practice into authority.

Architecture and scope
Architecture of Record (AoR) records accepted standing, applicability, obligations and relevant boundaries. Execution Admissibility describes a responsibility; no deployed SCIA control or mandatory additional runtime is established here.
This is an explanatory pattern, not a diagnosis of an organisation, issued Profile, legal opinion, compliance determination or implementation assurance.
